The population of Tanzania has an insufficient supply of drinking water and also has inadequate sanitary provision. In order to improve this situation, the government laid the foundations for comprehensive reform by adopting the National Water Policy in 2002. However, the framework conditions for better provision of drinking water and sanitary services are still not adequate to implement the initiated reform of the water sector (core problem).
The overall objective of the cooperative programme “Development of the Water Sector” is: The provision of drinking water and sanitary services to the population has been sustainably improved on account of a better institutional, legislative, regulatory and human resources framework.

The programme consists of the following components: (1) institutional and legal reforms, (2) regulation of commercially operated water supply and sanitation authorities, (3) improvement of water supply and sanitary provision in poor urban areas and (4) capacity building for water supply and sanitation authorities (EU combined financing). The components of promotion comprise technical, organisational and process advisory services by international and local long-term and short-term experts as well as inputs of materials and equipment and training measures. Local subsidies amounting to up to EUR 675,000 are envisaged for demonstration measures in poor urban areas.
This is a cooperative programme in cooperation with KfW and DED. The distribution of tasks between the various German implementing organisations was agreed in the Water for Life development cooperation programme (WALPRO) drawn up in 2006. The overriding programme objective is the sustainable improvement of drinking water provision and sanitary services for the population in line with the Millennium Development Goals (MDGs) and the National Strategy for Growth and the Reduction of Poverty (NSGRP). In this connection the TC programme is responsible for the indicators of the first two components (sector reform and institutional development) and parts of the third component (capacity building for water supply authorities). The implementation of measures to improve services associated with the third component is dealt with largely by KfW.

Water is a priority area for German development cooperation in Tanzania. The programme supports the reforms initiated by the Government of Tanzania in the water sector. The relevance of the programme is that it links institutional and legal reforms with the establishment of the regulatory authority and capacity development in the Water Supply and Sanitation Authorities (WSSAs). The programme supports the concept and implementation of the National Water Sector Development Strategy (NWSDS) within the framework of the long-term Water Sector Development Programme (WSDP) for 2006 - 2025. 

While financial cooperation focuses on investment measures, the approach used by German technical cooperation creates an essential basis for sustainable restructuring of the water sector through the provision of advisory services on processes and reform to the Ministry of Water (MoW) and the Energy and Water Utilities Regulatory Authority (EWURA). The overall duration of the programme is eleven years (01/2002 to 12/2012). The costs of the third promotion phase on offer here (from 01/2008 to 12/2010) are estimated at EUR 10,339,900, of which EUR 6,700,000 is the BMZ portion (EUR 1,600,000 residual funds from the previous phase) and EUR 3,639,900 is third-party funds from the EU Water Facility.
